Former PBAC and MSAC evaluator and expert in reimbursement strategy, evidence synthesis and economic evaluation.

Oona Reardon is a former PBAC and MSAC evaluator and knows exactly what reimbursement committees scrutinise when assessing clinical effectiveness, cost-effectiveness and budget impact. Oona helps clients build submissions that meet these Payer expectations from the outset. She advises multinational pharmaceutical and medical device companies as well as early-stage MedTech and BioTech ventures from initial feasibility through to successful MSAC, PBAC, Prescribed List and Hospital Payer reimbursement submissions.

Prior to founding Pulse Economics, Oona was a Senior Health Economics Manager at Labcorp, where she led successful MSAC, PBAC and Prescribed List submissions for novel medicines and procedures. She previously evaluated PBAC submissions as a Research Fellow at CHERE UTS and reviewed MSAC Assessment Reports as a Consultant at HealthConsult, working closely with the MSAC Evaluation Sub-Committee Secretariat.

Oona's background also spans regulatory affairs and clinical practice. She spent almost a decade managing regulatory strategy and TGA submissions for pharmaceutical and medical device portfolios at Fresenius Kabi and Arrotex Pharmaceuticals (formerly Apotex) and spent her early career as a Medical Physicist at Liverpool Hospital and Royal Prince Alfred Hospital, Sydney. This breadth gives her a practical, commercially grounded view of the evidence and regulatory pressures her clients face.

Oona holds a Master of Public Health (Health Economics) and a Bachelor of Science (Honours) in Applied Physics from UTS.

Carol Lee is a specialist in strategy development and clinical review for PBAC and MSAC reimbursement submissions. With an impressive tenure of over two decades in her field, Carol brings a wealth of expertise spanning various therapeutic areas, including cardiology, endocrinology, neurology, and oncology.

Throughout her career, Carol has developed many public reimbursement submissions and has particular expertise in literature reviews, clinical trial evaluations, indirect comparisons and the translation of clinical trial data into economic models.

Carol has previously held senior health economic roles at Labcorp (formerly known as Covance), regulatory and health economic roles at Sandoz (now Novartis) and clinical roles at Janssen-Cilag. Carol's versatile background also encompasses experience as a pharmacist in both retail and hospital pharmacy settings.

Carol graduated from Monash University with a Graduate Certificate of Pharmacoeconomics and from the University of Sydney with a Bachelor of Pharmacy and a Diploma in Hospital Pharmacy.

Dr Roy Ramiscal is a former MSAC evaluator and an expert in evidence synthesis, HTA submissions and business model strategy. He plays a key role in translating analytical outputs into clear insights that resonate with payers and decision-makers. At Pulse Economics, Roy applies this background in early-stage business development, investment due diligence, market access and financial modelling to help clients secure PBS and MBS listings and navigate reimbursement pathways. He has advised the public sector, not-for-profit organisations, ASX-listed companies, and early-stage ventures.

As an ex-private equity and ex-venture capitalist, and a mentor at Health 10x Accelerator and affiliate lecturer at Adelaide Medical School, he aims to support the next generation of biomedical innovations that enhance healthcare access, reduce costs, and improve patient outcomes. His previous consulting tenure at HealthConsult involved delivering projects ranging from healthcare service design and evaluation, digital health, and financial benchmarking, to post-market reviews of pharmaceuticals and health technology assessments for medtech reimbursement. Additionally, demonstrating his passion for developing underrepresented regional communities, he previously served as a Director at Illawarra Sports Stadium.

Roy holds a PhD (Immunogenetics) from the John Curtin School of Medical Research ANU. He is PRINCE2 qualified in project management and also holds a MBA with Excellence (Finance major) from AGSM UNSW.

Margie Campbell is a health economist and market access specialist with expertise spanning medical devices, prostheses and pharmaceuticals. Her work focuses on developing reimbursement strategy, evidence synthesis and the preparation of reimbursement submissions across MBS, Prescribed List and PBS pathways.

Margie brings a rare combination of academic rigour and hands-on industry experience. Prior to joining Pulse Economics, she was a consultant at Lucid Health Consulting and conducted health economic research at the Centre for Health Economics Research and Evaluation (CHERE) at the University of Technology Sydney. She also worked at Zimmer Biomet and Cochlear, where she gained practical insight into the commercial and regulatory realities of bringing medical technologies to market.

Margie holds a PhD in Biochemistry, a Graduate Diploma in Health Economics and Policy and is completing a Master of Health Economics at Deakin University.

Lisa Barrett specialises in health outcomes research, an essential component to support economic evaluation. With an impressive 15 years of experience across various healthcare sectors, including clinical research and hospital and outpatient settings, Lisa brings a wealth of practical knowledge to her role.

Lisa's proficiency extends to conducting clinician surveys and fostering essential collaborations between health economists, clinicians, patient advocacy groups, and government authorities. Her contributions to Pulse Economics go beyond traditional roles, as she empowers cross-functional teams within client organisations to actively engage in external collaborative discussions.
